The NCVEC (National Conference of Volunteer Examiner Coordinators) is a not-for-profit voluntary association, with membership comprised of the various Federal Communications Commission (FCC) certified Volunteer Examiner Coordinators (VECs). The NCVEC maintains a QPC (Question Pool Committee) who develops and maintains the various question pools for Technician, General and Amateur Extra amateur radio license exams. Each quesiton pool is required to have 10 times the numbe of questions required for a single examination. Each question pool is published and made public prior to the implementation of the question pool, every 4 years. 

There are currently 14 organizations called Volunteer Exam Coordinators or VEC's who are authorized by the Federal Communications Commission (FCC). The Emergency Amateur Radio Club of Hawai`i is a sanctioned Volunteer Examiner Team under the American Radio Relay League VEC. Each VEC has a training and application process to become a Volunteer Examiner. Minimum qualififcations are 18 years of age and have a General or Amateur Extra amateur radio license. Each VE Team operates under the specification set forth by their associated VEC.
